by decentralizing the national energy infrastructure and
reducing our dependence on the foreign oil and natural gas

Back in 1982, Amory Lovins and the Rocky Mountain Institute
were hired by the Pentagon to evaluate the nation's energy
infrastructure. In their book, Brittle
Power:Energy Strategy for National Security, RMI
and Lovins reported that the Dept. of Energy was effectively
undercutting the Dept. of Defense by creating a centralized
energy infrastructure and increasing our dependence on foreign
sources of energy. This unwitting energy policy was deemed
risky, uneconomic and unnecassary.
